Covering nearly half of a large city block in the Yerba Buena Center complex, this mixed-use facility balanced the security required for wholesale offices against the need to integrate extensive public areas with adjacent pedestrian skyways. The structure was designed to be build in phases, with early construction including retail and public spaces to help bring vitality to this once run-down area of the City Wholesale office space would later be increased and as the neighborhood grew, housing would be added as penthouses, thus completing a cosmopolitan creation.

Political turmoil created an environment which induced extreme caution in potential lenders, and the project was abandoned.
